The users can view all other comments only when the admin or privileged employee approves the comment. In Fig 1 the user post comment to a particular post, Initially, the comment that is posted will not be visible to other users, the status "waiting to approve" will be displayed.

The user comments can be viewed by the admin and the privilege employees, besides the post, there is an option to approve the comment as depicted in Fig 2. Once the admin or privilege employee approves the comment it will be visible to all the user.
